Where has the money come from?

During the past year or so, many businesses have collapsed because no-one seems to have any money. But all of a sudden the government has revealed that they’re planning to help small businesses with a £20 billion loan. Hold on…where were they when Woolies needed help? I’m sure they’re sitting on enough money which can help bail out other businesses. Maybe they’re just enjoying watching people sweat as they sit comfortably on £50 notes…
